9:00:40 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:01:49 A.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
9:01:52 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Walberg to lead the Members in reciting the Pledge of Allegiance to the Flag.
9:02:22 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by the direction of the Chair, would be limited to 5 per side of the aisle.

H.R. 444 — "To require that, if the President's fiscal year 2014 budget does not achieve balance in a fiscal year covered by such budget, the President shall submit a supplemental unified budget by April 1, 2013, which identifies a fiscal year in which balance is achieved, and for other purposes."

The instructions contained in the motion seek to report the same back to the House forthwith with an amendment to replace the partisan findings in the bill with new findings stating that every bipartisan commission and the majority of Americans believe we should take a balanced, bipartisan approach to reducing the deficit that includes revenue and spending and that sequestration would impose deep cuts to crucial domestic priorities and defense.
