10:00:48 A.M. The Speaker designated the Honorable Steven M. Palazzo to act as Speaker pro tempore for today.
10:01:29 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 12:00 p.m. for the start of legislative business.
10:49:43 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
12:00:33 P.M. The House convened, returning from a recess continuing the legislative day of February 5.
12:00:35 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.

Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a message from the Secretary of the Senate on February 5, 2013 at 10:58 a.m. stating that that body had passed S. 227 and made appointments to the Commission on Long-Term Care.

Res. 48 — "Providing for consideration of the bill (H.R. 444) to require that, if the President's fiscal year 2014 budget does not achieve balance in a fiscal year covered by such budget, the President shall submit a supplemental unified budget by April 1, 2013, which identifies a fiscal year in which balance is achieved, and for other purposes."
