9:00:00 A.M. The House convened, starting a new legislative day.
9:00:03 A.M. The Speaker designated the Honorable Henry Cuellar to act as Speaker pro tempore for today.
9:00:21 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:02:34 A.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Cox demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Cox objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
9:03:11 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Chabot to lead the Members in reciting the Pledge of Allegiance to the Flag.
9:03:19 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair would be limited to 5 per side of the aisle.
9:15:10 A.M. H.J. Res. 76 Considered under the provisions of rule H. Res. 790. H.J. Res. 76 — "Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Education relating to "Borrower Defense Institutional Accountability"."
9:15:15 A.M. H.J. Res. 76 Rule provides for consideration of H.R. 1230 and H.J. Res. 76 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order.
9:16:04 A.M. H.J. Res. 76 DEBATE - The House proceeded with one hour of debate on H.J. Res. 76.

11:01:59 A.M. Mr. Payne asked unanimous consent that when the House adjourns today, it adjourn to meet at 10:30 a.m. on January 17. Agreed to without objection.
11:02:16 A.M. ONE MINUTE SPEECHES - The House proceeded with further one minute speeches.
11:26:00 A.M. The House received a communication from the Honorable Jaime Herrera Beutler. Ms. Herrera Beutler submitted her resignation from the Committee on Science, Space, and Technology. The resignation was accepted without objection.
11:26:16 A.M. SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.
12:17:43 P.M. Joint Economic Committee - Pursuant to 15 U.S.C. 1024(a), and the order of the House of January 3, 2019, the Speaker appointed Mrs. Carolyn B. Maloney of New York.
12:18:54 P.M. SPECIAL ORDER SPEECHES - The House resumed Special Order speeches.
12:30:21 P.M. Mr. Flores moved that the House do now adjourn.
12:30:30 P.M. On motion to adjourn Agreed to by voice vote.
12:30:31 P.M. The House adjourned pursuant to a previous special order. The next meeting is scheduled for 10:30 a.m. on January 17, 2020.
