9:00:08 A.M. The Speaker designated the Honorable Tony Cardenas to act as Speaker pro tempore for today.
9:00:43 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:01:49 A.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Cunningham demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Cunningham objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
9:02:36 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Van Drew to lead the Members in reciting the Pledge of Allegiance to the Flag.

Permanent Select Committee on Intelligence - Pursuant to clause 11 of rule 10, clause 11 of rule 1, and the order of the House of January 3, 2019, the Speaker appointed the following members of the House to the Permanent Select Committee on Intelligence: Mr. Conaway, Mr. Turner, Mr. Wenstrup, Mr. Stewart, Mr. Crawford, Ms. Stefanik, Mr. Hurd of Texas and Mr. Ratcliffe.
2:45:32 P.M. The House received a message from the Clerk. Under Clause 2(g) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House of her designation of Mr. Robert Reeves, Deputy Clerk, to sign any and all papers and do all other acts under the name of the Clerk of the House which they would be authorized to do by virtue of the designation, except such as are provided by statute, in case of the Clerk's temporary absence or disability. The designation shall remain in effect for the 116th Congress or until modified by the Clerk.
2:50:02 P.M. SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.
