10:00:06 A.M. The Speaker designated the Honorable Michael K. Simpson to act as Speaker pro tempore for today.
10:00:23 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 11:00 a.m. for the start of legislative business.
10:38:30 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 11:00 a.m. today.
11:00:06 A.M. The House convened, returning from a recess continuing the legislative day of March 21.
11:00:09 A.M. Today's prayer was offered by Minister Jeremiah Tatum, Willow Avenue Church of Christ, Cookeville, Tennessee
11:01:27 A.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Thompson (PA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Thompson (PA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day
11:01:58 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Trott to lead the Members in reciting the Pledge of Allegiance to the Flag.
11:03:56 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches, which by direction of the Chair, would be limited to 15 per side of the aisle.
11:18:07 A.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received a sealed envelope from the White House on March 20, 2018, at 4:49 p.m., and said to contain a message from the President whereby he submits a Report to the Congress on the Extension of Trade Promotion Authority.
11:18:08 A.M. The Speaker laid before the House a message from the President transmitting a request to extend trade authorities procedures for three years. - referred to the Committee on Ways and Means and ordered to be printed (H. Doc. 115-104).
11:19:55 A.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk received the following message from the Secretary of the Senate on March 21, 2018, at 8:52 a.m.: that the Senate passed S. 899.

1:01:32 P.M. H.R. 5247 Considered under the provisions of rule H. Res. 787. H.R. 5247 — "To authorize the use of eligible investigational drugs by eligible patients who have been diagnosed with a stage of a disease or condition in which there is reasonable likelihood that death will occur within a matter of months, or with another eligible illness, and for other purposes."
1:01:37 P.M. H.R. 5247 The resolution provides for one hour of debate on each bill. The resolution makes in order only the further amendment to H.R. 4566 printed in the report. No further amendments on either bill are made in order. Section 3 of the resolution makes it in order to consider any resolution reported from the Rules Committee on the day it is reported through the legislative day of March 23, 2018. Section 4 grants suspension authority on the legislative days of March 22, 2018 and March 23, 2018. Section 5 of the resolution amends section 3(a) of H. Res. 5.
1:02:43 P.M. H.R. 5247 DEBATE - The House proceeded with one hour of debate on H.R. 5247.
1:59:53 P.M. H.R. 5247 The previous question was ordered pursuant to the rule.
2:00:52 P.M. H.R. 5247 Mr. Pallone moved to recommit with instructions to the Committee on Energy and Commerce.
2:01:07 P.M. H.R. 5247 DEBATE - The House proceeded with 10 minutes of debate on the Pallone motion to recommit with instructions. The instructions contained in the motion seek to report the same back to the House forthwith with an amendment to require the Food and Drug Administration (FDA) to issue guidance describing how the agency will use expanded access outcomes when considering and evaluating investigational products for full approval. Additionally, the motion seeks to provide liability protection to manufacturers, physicians, and hospitals offering a product under expanded access, as long as the entity is in compliance with current federal law, and it also increases transparency in the FDAs expanded access program.
2:07:51 P.M. H.R. 5247 The previous question on the motion to recommit with instructions was ordered without objection.
2:08:01 P.M. H.R. 5247 POSTPONED PROCEEDINGS - At the conclusion of debate on the Pallone motion to recommit with instructions, the Chair put the question on the motion and by voice vote announced that the ayes had prevailed. Mr. Pallone demanded the yeas and nays, and the Chair postponed further proceedings on the motion to recommit until later in the legislative day.

9:15:49 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received the following message from the Secretary of the Senate on March 21, 2018, at 5:15 p.m.: that the Senate passed H.R. 1865 without amendment.

10:07:17 P.M. Mr. Gowdy asked unanimous consent that when the House adjourns today, it adjourn to meet at 9:00 a.m. on March 22. Agreed to without objection.
10:07:18 P.M. Mr. Gowdy asked unanimous consent that the Speaker notwithstanding clause 8 of rule 20, further proceedings on the questions of agreeing to motions to suspend the rules with regard to H.R. 4227, H.R. 4467, H.R. 5089, and H.R. 5131, may continue to be postponed through the legislative day of Thursday, March 22, 2018. Agreed to without objection.
