9:00:03 A.M. The House convened, starting a new legislative day.
9:00:09 A.M. Today's prayer was offered by Rabbi Mara Nathan, Temple Beth-El, San Antonio, Texas.
9:01:26 A.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Fitzpatrick demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Fitzpatrick objected to the voice vote based upon the absence of a quorum, and the Chair postponed further proceedings until later in the legislative day.
9:01:53 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Brown of MD to lead the Members in reciting the Pledge of Allegiance to the Flag.
9:02:16 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.
9:18:22 A.M. NOTIFICATION OF INTENT TO OFFER RESOLUTION - Mr. Al Green (TX) notified the House of his intent to offer a privileged resolution.
9:29:52 A.M. A QUESTION OF THE PRIVILEGES OF THE HOUSE - Mr. Al Green (TX) rose to a question of the privileges of the House and submitted a resolution. Subsequently, the Chair did not determine whether the resolution constituted a question of privilege. The Chair announced that a determination will be made at the time designated for consideration of the resolution.
9:32:09 A.M. H.R. 4712 Considered under the provisions of rule H. Res. 694. H.R. 4712 — "To amend title 18, United States Code, to prohibit a health care practitioner from failing to exercise the proper degree of care in the case of a child who survives an abortion or attempted abortion."
9:32:14 A.M. H.R. 4712 Rule provides for consideration of H.R. 4712 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Measure will be considered read. Bill is closed to amendments. The rule also provides for proceedings during the period from January 22, 2018 through January 26, 2018.

10:40:54 A.M. H. Res. 705 QUESTION OF THE PRIVILEGES OF THE HOUSE - Mr. Al Green (TX) rose to a question of the privileges of the House and submitted a resolution. The Clerk reported the text of the resolution and the Chair determined that the resolution did constitute a question of the privileges of the House.

10:46:41 A.M. H. Res. 705 Mr. McCarthy moved to table the measure.

1:01:46 A.M. The House convened, returning from a recess continuing the legislative day of January 19.
1:02:14 A.M. Ms. Foxx moved that the House do now adjourn.
1:02:22 A.M. On motion to adjourn Agreed to by voice vote.
1:02:23 A.M. The House adjourned. The next meeting is scheduled for 9:00 a.m. on January 20, 2018.
