9:00:18 A.M. The Speaker designated the Honorable Harold Rogers to act as Speaker pro tempore for today.
9:00:29 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 10:00 a.m. for the start of legislative business.
9:04:15 A.M. Mr. Sessions filed a report from the Committee on Rules on H. Res. 668.
9:04:36 A.M. MORNING-HOUR DEBATE - The House resumed with Morning-Hour Debate.
9:11:54 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 10:00 a.m. today.
10:00:55 A.M. The House convened, returning from a recess continuing the legislative day of December 20.
10:01:08 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
10:02:39 A.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Thompson (PA) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Thompson (PA) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings until later in the legislative day.
10:02:51 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Ms. Ros-Lehtinen to lead the Members in reciting the Pledge of Allegiance to the Flag.
10:03:08 A.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she received the following message from the Secretary of the Senate on December 20, 2017, at 1:18 a.m.: that the Senate receded from its amendment and concurred with an amendment to H.R. 1; and passed H.R. 695 with an amendment.

The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to exempt proxy voting recommendations on shareholder proposals related to political campaign contributions of a company.
