10:00:13 A.M. The Speaker designated the Honorable Jody B. Hice to act as Speaker pro tempore for today.
10:00:35 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 12:00 p.m. for the start of legislative business.
10:54:22 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
12:00:04 P.M. The House convened, returning from a recess continuing the legislative day of November 14.
12:00:23 P.M. Today's prayer was offered by Rev. Dr. Anthony K.R. Gibson, African Methodist Episcopal Zion Church, Indianapolis, Indiana.
12:01:44 P.M. SPEAKER'S APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) demanded the yeas and nays and the Chair postponed further proceedings on the question of the Speaker's approval of the Journal until later in the legislative day.
12:02:13 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Schrader to lead the Members in reciting the Pledge of Allegiance to the Flag.
12:02:37 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.
12:18:31 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on November 14, 2017 at 9:39 a.m.: That the Senate passed H.R. 1679, without amendment.

Res. 616 — "Providing for consideration of the bill (H.R. 2874) to achieve reforms to improve the financial stability of the National Flood Insurance Program, to enhance the development of more accurate estimates of flood risk through new technology and better maps, to increase the role of private markets in the management of flood insurance risks, and to provide for alternative methods to insure against flood peril, and for other purposes, and providing for consideration of the conference report to accompany the bill (H.R. 2810) to authorize appropriations for fiscal year 2018 for military activities of the Department of Defense, for military construction, and for defense activities of the Department of Energy, to prescribe military personnel strengths for such fiscal year, and for other purposes."

The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to establish the effective date to take place after the first day that the Administrator of the Federal Emergency Management Agency and the Inspector General of the Federal Emergency Management Agency have certified that final resolution has been reached on all claims for losses resulting from Hurricane Sandy in 2012 that were covered by flood insurance made available under the National Flood Insurance Program.
