12:00:12 P.M. The Speaker designated the Honorable Paul Mitchell to act as Speaker pro tempore for today.
12:00:24 P.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.
12:05:40 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.
2:00:08 P.M. The House convened, returning from a recess continuing the legislative day of June 26.
2:00:12 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:01:38 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:01:41 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Thompson of PA to lead the Members in reciting the Pledge of Allegiance to the Flag.

The Clerk transmitted to the House a copy of a letter from Ms. Marci Andino Executive Director, South Carolina Election Commission, indicating that, at the Special Election held on June 20, 2017, the Honorable Ralph Norman was duly elected Representative to Congress for the Fifth Congressional District, State of South Carolina.
6:57:11 P.M. OATH OF OFFICE - Representatives-Elect Handel and Norman, presented themselves in the well of the House to take the Oath of Office which was administered by the Speaker of the House.
7:07:11 P.M. ADJUSTED WHOLE NUMBER OF THE HOUSE - Under clause 5(d) of Rule 20, the Chair announced to the House that, in light of administration of the oath to the gentlewoman from Georgia and the gentleman from South Carolina, the whole number of the House is 434.
7:07:28 P.M. UNFINISHED BUSINESS - The Chair announced that the unfinished business was on the motion to suspend the rules and pass H.R. 2258, as amended, which was debated earlier and on which further proceedings had been postponed.
