12:00:00 P.M. The House convened, starting a new legislative day.
12:00:18 P.M. The Speaker designated the Honorable Liz Cheney to act as Speaker pro tempore for today.
12:00:19 P.M. The House received a communication from Paul D. Irving, Sergeant at Arms. The Sergeant-at-Arms notified the House that the time previously appointed for the next meeting of the House was going to be 12:00 p.m. on March 14, 2017, for Morning Hour debate. Pursuant to clause 12(c) of rule I, he notified the House of an imminent impairment of the place of reconvening at that time. The impairment is due to severe weather. Subsequently, the Chair announced that the rescheduling of the time of meeting for the House at 12:00 p.m. on Monday, March 13, 2017 had been communicated to the Members.
12:01:27 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
12:02:35 P.M. PLEDGE OF ALLEGIANCE - The Chair led the House in reciting the Pledge of Allegiance to the Flag.
12:02:55 P.M. The Speaker announced that the House do now recess pursuant to section 12(c) of rule I. The next meeting is subject to the call of the Chair.
3:25:07 P.M. The House convened, returning from a recess continuing the legislative day of March 13.
3:25:12 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
3:25:20 P.M. The Chair announced that when the House adjourns today, it adjourn to meet at 4:30 p.m. on March 15. Agreed to without objection.
3:26:22 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 13, 2017, at 10:18 a.m: Appointments: Western Hemisphere Drug Policy Commission; Dwight D. Eisenhower Memorial Commission; United States Senate Caucus on International Narcotics Control.
3:26:23 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 14, 2017, at 11:00 a.m: Appointments: President's Export Council; Board of Trustees of the John F. Kennedy Center for the Performing Arts; Congressional-Executive Commission on the People's Republic of China; Commission on Security and Cooperation in Europe (Helsinki) during the One Hundred Fifteenth Congress; United States Holocaust Memorial Council; and National Council on the Arts.
3:27:01 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 15, 2017 at 8:54 a.m.: That the Senate passed H.J. Res. 42.
3:27:20 P.M. Congressional Advisers on Trade Policy and Negotiations - Pursuant to section 161(a) of the Trade Act of 1974 (19 U.S.C. 2211), and the order of the House of January 3, 2017, the Speaker appointed the following members of the House to the Congressional Advisers on Trade Policy and Negotiations: Mr. Neal and Mr. Pascrell.
3:27:40 P.M. The Speaker announced that the House do now adjourn pursuant to a previous special order. The next meeting is scheduled for 4:30 p.m. on March 15, 2017.
