12:00:09 P.M. The House convened, starting a new legislative day.
12:00:15 P.M. The Speaker designated the Honorable Mark Meadows to act as Speaker pro tempore for today.
12:00:32 P.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.
12:10:47 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.
2:00:05 P.M. The House convened, returning from a recess continuing the legislative day of February 13.
2:00:08 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:01:51 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:01:54 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Poe of TX to lead the Members in reciting the Pledge of Allegiance to the Flag.
2:02:45 P.M. The House received a communication from Representative Price, Tom (GA) wherein he resigns as a member of the House of Representatives effective at 9:00 a.m. on February 10, 2017.
2:02:46 P.M. ADJUSTMENT OF WHOLE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the resignation of the gentleman from Georgia, Mr. Tom Price, the whole number of the House is 432.
2:03:08 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches.
2:03:09 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on February 13, 2017, at 10:11 a.m. that the Senate agreed to H. Con. Res. 18 and appointment- National Advisory Committee on Institutional Quality and Integrity.
2:06:48 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 4:30 P.M. today.
4:29:10 P.M. The House convened, returning from a recess continuing the legislative day of February 13.
4:29:24 P.M. The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.

5:21:37 P.M. Medal of Valor Review Board - Pursuant to section 3(b) of the Public Safety Officer Medal of Valor Act of2001 (42 U.S.C. 15202), and the order of the House of January 3, 2017, the Speaker appointed Mr. Brandon Clabes, Choctaw, OK and Mr. Brian Murphy, Milwaukee, WI for a term of 4 years.
5:22:00 P.M. Board of Trustees of the American Folklife Center Library of Congress - Pursuant to 20 U.S.C. 2103(b), and the order of the House of January 3, 2017, the Speaker appointed Ms. Patricia A. Atkinson, Carson City, NV for a term of 6 years.
