2:00:13 P.M. The Speaker designated the Honorable Chris Collins to act as Speaker pro tempore for today.
2:00:30 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:02:24 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:02:26 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Ms. McCollum to lead the Members in reciting the Pledge of Allegiance to the Flag.

2:12:56 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on September 29, 2016 at 1:07 p.m.: That the Senate passed H.R. 3004, H.R. 3937, H.R. 5147, and H.R. 5883.
2:13:58 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on September 29, 2016 at 3:45 p.m.: That the Senate agreed to H. Con. Res. 122, as amended, H. Con. Res. 166; the Senate passed H.R. 5944, H.R. 5946, and H.R. 2733; the Senate concurred in the House amendment to S. 246; the Senate passed S. 2959; the Senate agreed to S. Con. Res. 55;and the Senate passed S. 2360.

The Clerk transmitted to the House a facsimile copy of a letter received from Jonathan Marks, Commissioner, Bureau Commissions, Elections and Legislation, Commonwealth of Pennslyvania, indicating that, according to the preliminary results of the Special Election held November 8, 2016, the Honorable Dwight Evans was elected Representative to Congress for the Second Congressional District, Commonwealth of Pennsylvania.
6:56:30 P.M. OATH OF OFFICE - Representative-Elect James Comer from the First Congressional District, State of Kentucky, Representative-Elect Dwight Evans from the Second Congressional District, State of Pennsylvania, and Representative-Elect Colleen Hanabusa from the First Congressional District, State of Hawaii, presented themselves in the well of the House to take the Oath of Office administered by the Speaker of the House.
6:58:05 P.M. The Dean of the Hawaii delegation, Representative Gabbard, addressed the House and introduced Representative Colleen Hanabusa, First District, Hawaii.
7:01:50 P.M. The Dean of the Kentucky delegation, Representative Rogers, addressed the House and introduced Representative James Comer, First District, Kentucky.
7:06:55 P.M. The Dean of the Pennsylvania delegation, Representative Doyle, addressed the House and introduced Representative Dwight Evans, Second District, Pennsylvania.
7:12:19 P.M. ADJUSTMENT OF WHOLE NUMBER OF HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the administration of the Oath of Office to the gentlewoman from Hawaii, gentleman from Kentucky, and gentleman from Pennsylvania, the whole number of the House is 435.
