10:01:57 A.M. The Speaker designated the Honorable Reid J. Ribble to act as Speaker pro tempore for today.
10:02:16 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 12:00 p.m. for the start of legislative business.
10:36:59 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
12:00:58 P.M. The House convened, returning from a recess continuing the legislative day of April 14.
12:01:40 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
12:02:52 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
12:02:54 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Gibbs to lead the Members in reciting the Pledge of Allegiance to the Flag.
12:03:14 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.
12:31:15 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on April 14, 2016 at 9:22 a.m.: That the Senate passed H. Con. Res. 115, H. Con. Res. 117, and H. Con. Res. 120 without amendment, and that the Senate passed H.R. 1493 with an amendment.
12:33:01 P.M. H.R. 3791 ORDER OF PROCEDURE - Mr. Hensarling asked unanimous consent that the question of adopting amendment No. 1 on H.R. 3791 may be subject to postponement as though under clause 8 of rule XX. Agreed to without objection.
12:33:04 P.M. H.R. 3791 Considered under the provisions of rule H. Res. 671. H.R. 3791 — "To raise the consolidated assets threshold under the small bank holding company policy statement, and for other purposes."

H.R. 3791 An amendment, offered by Ms. Kelly (IL), No. 1 printed in Part B of House Report 114-489 to limit the asset threshold increase to $5 billion for bank holding companies and savings and loan holding companies which have submitted to the Board of Governors of the Federal Reserve System a credible plan to expand access to banking accounts and services, consumer and small business credit products, and bank branches in rural, low-income, minority, and otherwise under-served communities.

H.R. 3340 — "To place the Financial Stability Oversight Council and the Office of Financial Research under the regular appropriations process, to provide for certain quarterly reporting and public notice and comment requirements for the Office of Financial Research, and for other purposes."
