10:01:28 A.M. The Speaker designated the Honorable Mike Bost to act as Speaker pro tempore for today.
10:01:38 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 12:00 p.m. for the start of legislative business.
10:31:27 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
12:00:57 P.M. The House convened, returning from a recess continuing the legislative day of March 16.
12:01:09 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
12:02:18 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
12:02:21 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Jenkins of WV to lead the Members in reciting the Pledge of Allegiance to the Flag.
12:02:44 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.
12:18:17 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 16, 2016 at 9:20 a.m.: That the Senate passed S. 337.
12:21:34 P.M. H.R. 4596 Considered under the provisions of rule H. Res. 640. H.R. 4596 — "To ensure that small business providers of broadband Internet access service can devote resources to broadband deployment rather than compliance with cumbersome regulatory requirements."
12:21:39 P.M. H.R. 4596 Rule provides for consideration of H.R. 4596 and H.R. 3797.
12:22:40 P.M. H.R. 4596 DEBATE - The House proceeded with one hour of debate on H.R. 4596.
12:50:46 P.M. H.R. 4596 An amendment, offered by Mr. Veasey, printed in Part A of House Report 114-453 to require the FCC to also answer whether a permanent exemption would increase access to services offered by small internet service providers.

5:35:35 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received a message from the White House on March 16, 2016 at 4:40 p.m. and said to contain a message from the President whereby he transmitted a copy of an Executive Order he issued with respect to North Korea.
5:38:11 P.M. The Speaker laid before the House a message from the President transmitting a copy of an Executive Order, with respect to North Korea. - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 114-117).
5:39:02 P.M. Mr. Burgess moved that the House do now adjourn.
5:39:12 P.M. On motion to adjourn Agreed to by voice vote.
5:39:13 P.M. The House adjourned pursuant to a previous special order. The next meeting is scheduled for 9:00 a.m. on March 17, 2016.
