9:00:11 A.M. The House convened, starting a new legislative day.
9:00:25 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:01:20 A.M. POSTPONED PROCEEDINGS ON APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson(SC) demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson(SC) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of agreeing to the approval of the Journal until a time to be announced.
9:01:47 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Norcross to lead the Members in reciting the Pledge of Allegiance to the Flag.
9:02:12 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.

Res. 560 — "Providing for consideration of the conference report to accompany the bill (H.R. 644) to reauthorize trade facilitation and trade enforcement functions and activities, and for other purposes, and providing for consideration of the Senate amendments to the bill (H.R. 2250) making appropriations for the Legislative Branch for the fiscal year ending September 30, 2016, and for other purposes."

H.R. 644 POSTPONED PROCEEDINGS - The instructions contained in the Doggett motion to recommit seek to require the managers on the part of the House to to 1) disagree to a provision that bars the inclusion of climate change provisions in fast track trade deals, 2) disagree to a provision that weakens provisions to combat human trafficking, and 3) insist on the currency manipulation provisions from the Senate version of the Customs bill. The Chair put the question on adoption of the motion to recommit the conference report with instructions (which was not debatable) and by voice vote, announced that the noes had prevailed. Mr. Doggett demanded the yeas and nays and pursuant to a previous order of the House, the roll call vote on the motion to recommit the conference report with instructions was postponed until a time to be announced.
12:22:15 P.M. H.R. 2250 Pursuant to the provisions of H. Res. 560, Mr. Rogers (KY) called up H.R. 2250 from the Speaker's table with the Senate amendments thereto, and was recognized to offer a motion.
12:22:16 P.M. H.R. 2250 Mr. Rogers (KY) moved that the House agree to the Senate amendments.

1:06:00 P.M. The House received a communication from The Honorable Jackie Speier, Member of Congress. Pursuant to Rule VIII of the Rules of the House of Representatives, Ms. Speier notified the House that she had received a subpoena issued in connection with court-martial proceedings and that after consultation with the Office of General Counsel regarding the subpoena, she would make the determinations required under Rule VIII.
1:10:32 P.M. COLLOQUY ON HOUSE SCHEDULE - The Chair recognized Mr. Hoyer to yield to Mr. McCarthy (CA) for a colloquy on the upcoming schedule for the House during the next week.
1:20:49 P.M. Mr. McCarthy asked unanimous consent That when the House adjourns on Friday, December 11, 2015, it adjourn to meet on Tuesday, December 15, 2015 when it shall convene at noon for morning-hour debate and 2 p.m. for legislative business. Agreed to without objection.
1:21:03 P.M. ONE MINUTE SPEECHES - The House proceeded with further one minute speeches.
