12:00:24 P.M. The Speaker designated the Honorable Bradley Byrne to act as Speaker pro tempore for today.
12:00:37 P.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.
12:05:01 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.
2:00:00 P.M. The House convened, returning from a recess continuing the legislative day of December 7.
2:00:03 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:01:28 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:01:31 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Ms. DelBene to lead the Members in reciting the Pledge of Allegiance to the Flag.
2:01:54 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches.
2:16:48 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on December 4, 2015 at 10:40 a.m.: That the Senate agreed to the Conference Report to accompany H.R. 22, passed S. 2032, and H.R. 3762 amended.
2:17:38 P.M. The House received a communication from Pete Ritacoo. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Ritacco notified the House that he had been served with a grand jury subpoena for testimony issued by the United States District Court for the Central District of Illinois and that after consultation with the Office of General Counsel, he will make the determinations required by Rule VIII.
2:17:57 P.M. The House received a communication from Norman Gugliotta. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Gugliotta notified the House that he had been served with a grand jury subpoena for testimony issued by the United States District Court for the Central District of Illinois and that after consultation with the Office of General Counsel, he will make the determinations required by Rule VIII.
2:18:24 P.M. The House received a communication from John Nadeau. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Nadeau notified the House that he had been served with a grand jury subpoena for testimony issued by the United States District Court for the Central District of Illinois and that after consultation with the Office of General Counsel, he will make the determinations required by Rule VIII.
2:18:48 P.M. The House received a communication from Jacqueline Hurda. Pursuant to Rule VIII of the Rules of the House of Representatives, Ms. Hurda notified the House that she had been served with a grand jury subpoena for testimony issued by the United States District Court for the Central District of Illinois and that after consultation with the Office of General Counsel, she will make the determinations required by Rule VIII.
2:19:15 P.M. The House received a communication from Andrew Todd Caulk. Pursuant to Rule VIII of the Rules of the House of Representatives, Mr. Caulk notified the House that he had been served with a grand jury subpoena for testimony issued by the United States District Court for the Central District of Illinois and that after consultation with the Office of General Counsel, he will make the determinations required by Rule VIII.
2:19:49 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 3:45 P.M. today.
3:46:08 P.M. The House convened, returning from a recess continuing the legislative day of December 7.
3:46:20 P.M. The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.
3:46:40 P.M. S. 614 Mr. Mulvaney moved to suspend the rules and pass the bill. S. 614 — "To provide access to and use of information by Federal agencies in order to reduce improper payments, and for other purposes."
3:46:45 P.M. S. 614 Considered under suspension of the rules.
