9:30:15 A.M. The Speaker designated the Honorable Michael K. Simpson to act as Speaker pro tempore for today.
9:30:37 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:32:05 A.M. POSTPONED PROCEEDINGS ON APPROVAL OF THE JOURNAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Wilson (SC) demanded that the question be put on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mr. Wilson (SC) objected to the voice vote based upon the absence of a quorum and the Chair postponed further proceedings on the question of agreeing to the approval of the Journal until a time to be announced.
9:32:30 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Lance to lead the Members in reciting the Pledge of Allegiance to the Flag.

The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment requiring the Department of Homeland Security to have procedures in place to ensure that it has requisite information to confirm the identity of refugee applicants; authorizing a comprehensive review of refugees to identify security threats; requiring DHS to certify that a comprehensive review was undertaken; and providing for monthly DHS reports on refugee applications from Syria and Iraq and DHS Inspector General reviews of DHS certifications. Subsequently, the reservation of a point of order was withdrawn.

Pursuant to Section 8002 of the Internal Revenue Code of 1986, in order to fill the House majority vacancy on the Joint Committee on Taxation created by the Speaker's resignation from the committee, Mr. Nunes has been designated to serve on the Committee. Thus, those serving on the Joint Committee on Taxation for the House are: Kevin Brady, Sam Johnson, Devin Nunes, Sander Levin and Charles Rangel.
