12:00:06 P.M. The House convened, starting a new legislative day.
12:00:11 P.M. The Speaker designated the Honorable Rick W. Allen to act as Speaker pro tempore for today.
12:00:46 P.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.
12:01:20 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on October 29, 2015 at 3:22 p.m.: That the Senate passed S. 1731.
12:01:30 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on October 30, 2015 at 11:57 a.m.: That the Senate concurred in the House amendment to the Senate amendment to H.R. 1314.
12:02:15 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.
2:00:27 P.M. The House convened, returning from a recess continuing the legislative day of November 2.
2:00:33 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:01:55 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:01:58 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Ms. Foxx to lead the Members in reciting the Pledge of Allegiance to the Flag.
2:03:13 P.M. The House received a communication from Representative Boehner wherein he resigns as a member of the House of Representatives effective at 11:59 p.m. on October 31, 2015.
2:04:00 P.M. ADJUSTMENT OF WHOLE HOUSE - Under clause 5(d) of rule 20, the Chair announced to the House that, in light of the resignation of the gentleman from Ohio, Mr. Boehner, the whole number of the House is 434.
2:04:31 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches.
2:04:32 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had the honor to transmit a sealed envelope from the White House on October 30, 2015, at 3:12 p.m. which contained a message from the President whereby he notified the Congress of his intention to terminate the designation of Burundi as a beneficiary sub-Saharan African country under the African Growth and Opportunity Act.
2:10:07 P.M. The Speaker laid before the House a message from the President transmitting a notification to terminate the designation of Burundi as a beneficiary sub-Saharan African country under the African Growth and Opportunity Act. - referred to the Committee on Ways and Means and ordered to be printed (H. Doc. 114-72).
2:11:41 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for approximately 4:00 p.m. today.
4:07:42 P.M. The House convened, returning from a recess continuing the legislative day of November 2.
