9:00:25 A.M. The House convened, starting a new legislative day.
9:00:30 A.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
9:01:56 A.M. POSTPONED PROCEEDINGS ON JOURNAL APPROVAL - The Chair announced that he had examined the Journal of the last day's proceedings and had approved it. Mrs. Walorski demanded that the Chair put the question on agreeing to the approval of the Journal and by voice vote, the Chair announced that the ayes had prevailed. Mrs. Walorski objected to the voice vote based upon the absence of a quorum and the Chair announced that further proceedings on the question of agreeing to the approval of Journal would be postponed until a time to be announced.
9:02:14 A.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Abraham to lead the Members in reciting the Pledge of Allegiance to the Flag.
9:02:32 A.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 5 per side of the aisle.
9:14:55 A.M. H.R. 3762 Considered under the provisions of rule H. Res. 483. H.R. 3762 — "To provide for reconciliation pursuant to section 2002 of the concurrent resolution on the budget for fiscal year 2016."
9:15:00 A.M. H.R. 3762 Rule provides for consideration of H.R. 3762 with 2 hours of general debate. The resolution provides that the amendment printed in the report shall be considered as adopted for H.R. 3762. The resolution waives clause 6(a) of rule XIII and provides that it shall be in order at any time on the legislative day of Oct. 22, 2015 or Oct. 23, 2015 for the Speaker to entertain motions to suspend the rules.
9:15:18 A.M. H.R. 3762 DEBATE - Pursuant to the provisions of H. Res. 483, the House proceeded with two hours of debate on H.R. 3762.

12:06:21 P.M. COLLOQUY ON HOUSE SCHEDULE - The Chair recognized Mr. Hoyer to yield to Mr. McCarthy (CA) for a colloquy on the upcoming schedule for the House during the next week.
12:32:35 P.M. Mr. McCarthy asked unanimous consent That when the House adjourns on Friday, October 23, 2015, it adjourn to meet on Monday, October 26, 2015, when it shall convene at noon for morning-hour debate and 2 p.m. for legislative business. Agreed to without objection.
12:33:14 P.M. ONE MINUTE SPEECHES - The House proceeded with further one minute speeches.
12:57:18 P.M. Select Investigative Panel of the Committee on Energy and Commerce - Pursuant to section 2(a) of H. Res. 461, 114th Congress, and the order of the House of January 6, 2015 the Speaker appointed the following members of the House to the Select Investigative Panel of the Committee on Energy and Commerce: Mrs. Blackburn, Mr. Pitts, Mrs. Black, Mr. Bucshon, Mr. Duffy, Mr. Harris, Mrs. Hartzler and Mrs. Love.
12:58:03 P.M. SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.
1:29:28 P.M. Mr. Gohmert moved that the House do now adjourn.
1:29:38 P.M. On motion to adjourn Agreed to by voice vote.
1:29:39 P.M. The House adjourned pursuant to a previous special order. The next meeting is scheduled for 12:00 p.m. on October 26, 2015.
