10:00:14 A.M. The House convened, starting a new legislative day.
10:00:18 A.M. The Speaker designated the Honorable Thomas E. Petri to act as Speaker pro tempore for today.
10:01:02 A.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour Debate, the House will recess until 12:00 p.m. for the start of legislative business.
10:49:00 A.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 12:00 P.M. today.
12:00:15 P.M. The House convened, returning from a recess continuing the legislative day of November 14.
12:00:24 P.M. Today's prayer was offered by Reverend Larry Phillips, Midway Baptist Church, Mount Airy, North Carolina
12:01:33 P.M. POSTPONED PROCEEDINGS ON APPROVAL OF JOURNAL - The Speaker announced that he had examined the Journal of the last day's proceedings and had approved it. Mr. Hultgren demanded that the question be put on agreeing to the Speaker's approval of the Journal and by voice vote, the Speaker announced that the ayes had prevailed. Mr. Hultgren objected to the voice vote based upon the absence of a quorum and the Speaker postponed further proceedings on the question of agreeing to the Speaker's approval of the Journal until a time to be announced.
12:02:08 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Ms. Kelly of IL to lead the Members in reciting the Pledge of Allegiance to the Flag.
12:04:54 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches which by direction of the Chair, would be limited to 15 per side of the aisle.
12:44:53 P.M. H.R. 3080 Mr. Shuster moved that the House disagree to the Senate amendment, and agree to a conference.
12:45:15 P.M. H.R. 3080 On motion that the House disagree to the Senate amendment, and agree to a conference Agreed to without objection.
12:47:07 P.M. H.R. 3080 Mr. Maloney, Sean moved that the House instruct conferees.
12:47:20 P.M. H.R. 3080 DEBATE - The House proceeded with one hour of debate on Sean Maloney (NY) motion to instruct conferees on H.R. 3080. The instructions contained in the motion seek to require the managers on the part of the House at the conference on the disagreeing votes of the two Houses on the Senate amendment to the bill H.R. 3080 be instructed to recede from disagreement with the provisions contained in title IX of the Senate amendment (relating to reducing the risks to life and property from dam failure in the United States through reauthorization of an effective dam safety program).

1:09:31 P.M. H.R. 3080 POSTPONED PROCEEDINGS - At the conclusion of debate on the Sean Maloney(NY) motion to instruct conferees, the Chair put the question on adoption of the motion and by voice vote announced the ayes had prevailed. Mr. Sean Maloney (NY) demanded the yeas and nays and the Chair postponed further proceedings on the motion to instruct conferees on H.R. 3080 until later in the legislative day.
1:11:10 P.M. H.R. 2655 Considered under the provisions of rule H. Res. 403. H.R. 2655 — "To amend Rule 11 of the Federal Rules of Civil Procedure to improve attorney accountability, and for other purposes."
1:11:15 P.M. H.R. 2655 The resolution provides for the consideration of H.R. 2655 and H.R. 982. In the case of H.R. 2655, the resolution provides for one hour of debate and one motion to recommit. In the case of H.R. 982, the resolution provides for one hour of general debate and makes in order only those amendments printed in the Rules Committee report. The resolution also provides for one motion to recommit the bill H.R. 982.

The instructions contained in the motion seek to require the bill to be reported back to the House with an amendment to prohibit provisions of the bill from applying to any cases brought under civil rights laws or the Constitution.
