12:00:12 P.M. The House convened, starting a new legislative day.
12:01:22 P.M. The Speaker designated the Honorable Luke Messer to act as Speaker pro tempore for today.
12:01:56 P.M. MORNING-HOUR DEBATE - The House proceeded with Morning-Hour Debate. At the conclusion of Morning-Hour, the House will recess until 2:00 p.m. for the start of legislative business.
12:16:46 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 2:00 P.M. today.
2:00:27 P.M. The House convened, returning from a recess continuing the legislative day of March 4.
2:00:30 P.M. Today's prayer was offered by the House Chaplain, Rev. Patrick J. Conroy.
2:02:05 P.M. The Speaker announced approval of the Journal. Pursuant to clause 1, rule I, the Journal stands approved.
2:02:08 P.M. PLEDGE OF ALLEGIANCE - The Chair designated Mr. Mullin to lead the Members in reciting the Pledge of Allegiance to the Flag.
2:02:41 P.M. ONE MINUTE SPEECHES - The House proceeded with one minute speeches.
2:10:42 P.M. Congressional Advisory Panel on the Governance of the Nuclear Security - Pursuant to section 3166(b) of the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112-239), the Democratic Leader appointed former Representative Ellen Tauscher of Washington, D.C.
2:13:43 P.M. United States Group of the NATO Parliamentary Assembly - Pursuant to 22 U.S.C. 1928a, and the order of the House of January 3, 2013 the Speaker appointed the following members of the House to the United States Group of the NATO Parliamentary Assembly: Mr. Poe of TX (Vice Chair), Mr. Shimkus, Mr. Miller of FL, Mr. Guthrie, Mr. Marino and Mr. Cotton.
2:15:15 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had the honor to transmit a sealed envelope received from the White House on March 1, 2013, at 2:22 p.m., and said to contain a message from the President whereby he notified the Congress he has extended the national emergency with respect to Zimbabwe.
2:16:18 P.M. The Speaker laid before the House a message from the President transmitting a notification of the continuance of the national emergency with respect to Zimbabwe - referred to the Committee on Foreign Affairs and ordered to be printed (H. Doc. 113-14).
2:16:19 P.M. The House received a message from the Clerk. Pursuant to the permission granted in Clause 2(h) of Rule II of the Rules of the U.S. House of Representatives, the Clerk notified the House that she had received the following message from the Secretary of the Senate on March 4, 2013 at 1:12 p.m., containing the appointment of members to the Commission on Security and Cooperation in Europe (Helsinki).
2:18:19 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for approximately 5:00 p.m. today
5:15:20 P.M. The House convened, returning from a recess continuing the legislative day of March 4.
5:15:33 P.M. The Speaker announced that votes on suspensions, if ordered, will be postponed until a time to be announced.
5:16:01 P.M. H.R. 307 Mr. Pitts moved that the House suspend the rules and agree to the Senate amendment.
5:16:19 P.M. H.R. 307 DEBATE - The House proceeded with forty minutes of debate on the motion to suspend the rules and agree to the Senate amendment to H.R. 307.
5:30:55 P.M. H.R. 307 At the conclusion of debate, the Yeas and Nays were demanded and ordered. Pursuant to the provisions of clause 8, rule XX, the chair announced that further proceedings on the motion would be postponed.
5:30:56 P.M. Advisory Committee on the Records of Congress - Pursuant to 44 U.S.C. 2702, the Democratic Leader appointed Mr. John A. Lawrence .
5:31:00 P.M. The Speaker announced that the House do now recess. The next meeting is scheduled for 6:30 P.M. today.
6:30:49 P.M. The House convened, returning from a recess continuing the legislative day of March 4.
6:30:58 P.M. UNFINISHED BUSINESS - The Chair announced that the unfinished business was the question on adoption of a motion to suspend the rules and concur in the Senate amendment to H.R. 307, which had been debated earlier and on which further proceedings had been postponed.
6:31:29 P.M. H.R. 307 Considered as unfinished business.
6:53:28 P.M. H.R. 307 On motion that the House suspend the rules and agree to the Senate amendment Agreed to by the Yeas and Nays: (2/3 required): 370 - 28 (Roll no. 56).
6:53:29 P.M. H.R. 307 Motion to reconsider laid on the table Agreed to without objection.
6:54:07 P.M. The House received a communication from Bill Shuster, Chairman, Committee on Transportation and Infrastructure. Mr. Shuster notified the House that on February 28, 2013, the Committee on Transportation and Infrastructure met in open session to consider resolutions to authorize 16 lease prospectuses included in the General Services Administration's FY2012 and FY2013 Capital Investment and Leasing Programs and two resolutions to authorize the alteration projects for space consolidations and exigent needs.
6:56:01 P.M. ONE MINUTE SPEECHES - The House proceeded with further one minute speeches.
7:12:42 P.M. SPECIAL ORDER SPEECHES - The House has concluded all anticipated legislative business and has proceeded to Special Order speeches.
8:28:10 P.M. Mr. Jeffries moved that the House do now adjourn.
