James Harlan, 1820–1899

Harlan, a powerful U.S. Senator, crafted programs to benefit the Midwest: railroads, homesteading, and land grants. He served as Interior Secretary after the Civil War but resigned to protest the federal government’s reluctance to protect free blacks in the South.
